- 1Cook macaroni in salted boiling water per package — drain, reserving 1/2 cup pasta water
- 2In the same pot, melt butter over medium heat
- 3Whisk in flour and cook 1 min to form a roux
- 4Pour in milk gradually, whisking constantly until smooth and thickened, 4–5 min
- 5Remove from heat and stir in cheddar until fully melted
- 6Add garlic powder, salt, and pepper
